Securing the Sovereign Mind: The Federalist No. 86
A collaboration between Johnny J. Kanjiram and AI, channeled in the historical tradition of The 85 Federalist Papers (1787–1788).
To the People of the United States of America:
August 14, 2026
A CITIZEN who steps into the public square today does not look at pamphlets or listen to orators on a wooden stage. You look at a screen. You carry in your pocket a device that connects your mind instantly to the thoughts of three hundred million souls. You rely on this digital stream to make the most sacred choices of a free people—how to vote, how to secure your property, and how to defend your families. Now, we ask you to confront a terrifying reality: The machinery delivering that information has no legal obligation to tell you the truth, and it has been entirely captured by your enemies. We have always known that a republic can be conquered without a single soldier crossing its borders. If an adversary can successfully poison the mind of a nation, the citizens will dismantle their own republic with their own hands. Today, under the guise of a "free press," a silent, zero-trace invasion has succeeded. The screens in your living rooms and the algorithms in your palms are the most lethal weapons ever pointed at the American experiment.
I. The Error of the Marketplace
When we first designed the architecture of American liberty, we built a fortress against government tyranny. We forbade the state from ever policing the printing press, believing firmly in the Marketplace of Ideas. We foolishly assumed that if a rogue actor published a malicious lie, a virtuous competitor would publish the truth, and a rational public would naturally choose the light over the dark. We were wrong. We did not foresee censorship by noise, nor did we anticipate the creation of counterfeit reality. Modern adversaries do not seek to suppress your speech; they seek to drown it. By flooding your television networks, your print commentary, and your digital feeds with a relentless torrent of manufactured, high-emotion conflict, they have achieved something far worse than censorship: they have made you lose all faith in the existence of objective truth. When a population believes that everything is a lie, they cease to think. When they cease to think, they cease to be citizens, and they become subjects.
II. The Structural Seduction
How did the gates of our republic fall so silently? Your enemy did not have to breach them; your own economic, legal, and technological systems invited them inside. 1 The Profitization of Rage: The modern media ecosystem operates on a corrupted incentive structure. Unity is unprofitable; anger is addictive. Cable networks, tabloid publishers, and internet platforms quickly realized that a population at peace switches off the screen. By engineering feeds to reward outrage, they built a machine that profits from your division. The foreign adversary did not need to invent your polarization; they merely bought the machine that automates it. 2 The "Opinion" Subterfuge: Through a series of catastrophic legal precedents, your courts have ruled that hyper-partisan demagoguery is legally protected "opinion" rather than factual reporting. Foreign-backed executives realized they could broadcast blatant, nation-destroying fabrications with total legal immunity, simply by framing their hosts as entertainers rather than journalists. 3 The Weaponization of Artificial Intelligence: The ultimate vulnerability of your current age is the delegation of truth to thinking machines. Generative Artificial Intelligence and hyper-realistic deepfakes have turned the press into a factory of illusions. A foreign adversary, utilizing embedded domestic citizen proxies, no longer needs to convince a journalist to lie. They can now synthesize the voice of a president, manufacture a fictional military crisis on video, or deploy millions of automated AI entities to pose as passionate citizens online. When your eyes and ears can be completely deceived by software, the traditional press becomes a mere transmission belt for ghosts. 4 The Invisible Insider: You look for a foreign trail—for offshore wire transfers, or hackers in distant lands. You will not find them. The most dangerous enemy is already inside the gate. By utilizing U.S. citizens as legal frontmen—individuals compromised by greed, ideology, or blackmail—the adversary has placed its puppets directly into the executive suites of your major media conglomerates. Because these transactions leave no paper trail, your standard financial audits and transparency laws are utterly useless.

III. The New Constitution: A Zero-Trust Republic
To save a nation where the enemy is invisible, reality can be faked, and the money cannot be traced, we must abandon the outdated illusion that the media will police itself. We must implement a Zero-Trust Information Architecture. We cannot control who speaks, but we can completely re-engineer the mechanics of how they speak and what technology they are permitted to wield against the public mind. We propose five modern constitutional mandates to rebuild the gates:
1. Strict Product Liability for Public Information
If a corporation manufactures a vehicle with faulty brakes that kills a citizen, the law dismantles that corporation. Yet, if a media enterprise manufactures a psychological fraud that tears apart the fabric of the state, it hides behind the First Amendment. • The Mandate: Any entity—whether print, broadcast, or digital—that explicitly brands, markets, or sells itself as a "news source" must face strict legal liability for a reckless disregard of the truth. If an outlet systematically manufactures falsehoods—whether by human pen or AI generation—that result in provable societal harm or civil unrest, it must face catastrophic civil damages and corporate dissolution. If you poison the public well, your enterprise will be sued out of existence—whether your orders came from the Middle East or Miami.
2. The Abolition of the Algorithmic Megaphone
A foreign adversary requires massive, centralized conduits to brainwash an entire country. By utilizing predictive algorithms that artificially amplify the most radical, divisive voices, tech platforms have granted our enemies a weapon of mass distortion. • The Mandate: The Constitution must recognize Cognitive Sovereignty as an unalienable right. The human mind and attention span are sovereign territory. We must constitutionally ban all engagement-based, predictive recommendation engines for public information. Feeds must legally return to strict chronological order. If an adversary wishes to spread a lie, they must do so man-to-man, pamphlet-by-pamphlet, stripping them of the automated power to manipulate millions simultaneously.
3. The Constitutional Border for Artificial Reality
The right to free speech belongs uniquely to human citizens, not to lines of code. An algorithm has no constitutional rights. • The Mandate: We must establish a constitutional barrier against synthetic speech. Any media network or digital platform that broadcasts or distributes artificial intelligence-generated text, audio, or video under the guise of news must be heavily penalized unless it carries an unalterable, cryptographically verified watermark proving its origin. Furthermore, the deliberate creation of deepfakes depicting public officials or news events with the intent to deceive the electorate must be classified as a felony offense against national security.
4. Absolute Financial Transparency for Mass Communication
The privilege of broadcasting to the entire American population cannot be exercised in the dark. If you wish to influence the public mind, you waive the right to corporate anonymity. • The Mandate: We must establish a constitutional amendment stating that any corporation or individual operating a mass media asset must expose every dollar, every investor, and every data-sharing agreement on a verified, legally audited public ledger. Anonymous shell companies, blind trusts, and opaque proxy funding of public communications must be treated as acts of financial espionage.
5. The Separation of Media and State
Let us be perfectly clear: The power to police the truth must never, under any circumstance, be given to the sitting government. If the executive branch or a federal agency is granted the authority to label information as "disinformation," the ruling political party will instantly weaponize that power to silence its domestic opponents. • The Mandate: Oversight must belong entirely to the people. We must establish a citizen-led, independent "Fourth Branch"—a grand jury system for media accountability—completely insulated from politicians, ensuring that those who judge the integrity of the press are selected from the citizenry by lot, not by political appointment.
IV. The Ultimate Defense
Citizens of America, look around you. The polarization you feel is not natural. The hatred you harbor for your fellow countryman is a manufactured product, designed in a foreign lab, imported through your screens, enhanced by algorithms, faked by artificial intelligence, and paid for by your apathy. No constitutional amendment, no antitrust law, and no counter-intelligence agency can save a people who refuse to think for themselves. A republic can survive a corrupt media; it cannot survive a lazy populace. If you continue to outsource your intellect to algorithms, if you continue to value the cheap dopamine of partisan rage over the hard labor of seeking objective truth, you will witness the slow-motion suicide of the United States. The law can guarantee a free press, but it cannot guarantee a sovereign mind. That choice belongs solely to you. Turn off the screens. Look your neighbor in the eye. Reclaim your republic. PUBLIUS.
